In this process, although the real estate market has experienced cyclical fluctuations to moderate adjustment, but still has not entered a healthy development track, indicating that the real estate policy needs to be innovated. 楼市分化可能加速房地产税出台   文 新浪财经意见领袖(微信公众号kopleader)专栏作家 陈建奇   当前房地产去库存的战略促使有些专家认为房地产税可能会因此搁置,这虽然有一定的道理。但当前楼市分化却内在要求房地产税要加速出台,由此可能更好促进当前房地产市场的健康发展。 楼市分化可能加速房地产税出台   春节过后,大宗商品价格震荡、美联储加息等问题虽然持续发酵,但相比之下,我国房地产市场的变化更加令人关注,深圳房地产价格延续了去年以来快速增长的局面,房价再次刷出新的记录,上海及北京等一线城市房产价格也出现了新一轮的上涨态势,一线城市房地产库存似乎已经不再令人担忧。   然而,虽然部分三四线城市也出现了少有的房地产市场改善预期,但相当多购房者却仍然选择观望。较大的库存与人口的流出形成了较大的反差,三四线城市未来的购房需求不容乐观,促进农民进城买房成为新的动力,但如何推动农民进城并且有能力购房,当前仍然有待于新的政策出台。   截至目前来看,2016年房地产市场走势虽然难以准确预测,但一二线城市与三四线城市出现分化已经成成为当前主流的观点。楼市分化并非房地产健康发展的标志,一线城市将面临着房价涨幅过快滋生新的风险的问题,三四线城市去库存的压力未能缓解将构成地方经济发展的包袱。   如何促进房地产健康发展的问题再次引发多方关注,但房地产问题并非今年才出现。自2008年金融危机以来,我国已经出台了号称史上最严格的房地产调控政策,当时主要着力遏制房地长过快上涨的势头。伴随着房地产供需的缓解,限购、限贷等非市场政策逐步退出,近期以来交易环节的相关税费也逐步下调,房地产调控政策经历了由松到紧再到逐步放松的过程。   在此过程中,房地产市场虽然经历了景气到适度调整的周期性波动,但仍然没有步入健康发展的轨道,预示房地产政策亟待创新的事实。观察世界主要发达大国的经验,虽然房地产税不能被视为灵丹妙药,但这些国家大多开征了房产税,房地产税成为促进房地产市场健康发展的重要选项,近年来我国也分别在重庆、上海等城市推行了房产税试点,体现了我国对房地产税的重视。   结合我国来看,当前房地产去库存的战略促使有些专家认为房地产税可能会因此搁置,因为房地产税的开征可能促使拥有多套房产的民众抛售房产,由此可能影响去库存的效果,这虽然有一定的道理。但当前楼市分化却内在要求房地产税要加速出台,由此可能更好促进当前房地产市场的健康发展。   一方面,一二线城市开征房地产税有助于遏制房价快速上涨的势头,有些学者从上海重庆的经验得出房地产税没能遏制房价上涨的结论,但也有诸多学者认为上海重庆房产税率过低、税基过窄等问题,如果房地产税率实行累进制,大幅调高拥有多套房产的税率,那么房产空置、房价飙升等问题应能得到显著改善,当然这里必须考虑首套房免税等问题,以保障刚需的市场。   另一方面,三四线城市开征房地产税既有助于逐步培育地方新的收入来源,以缓解地方政府被土地财政绑架的尴尬,也有助于推动去库存工作的落实。三四线城市房地产去库存的核心动力在于农民,但当前的房价及城市较高的生活成本,还是让农民缺乏进城的动力,地方政府通过开征房地产税,由此积累的收入可以用于农民进城的购房补助及促进农民在城市就业等问题,真金白银的投入方能确实提升农民进程购房的意愿。   (本文作者介绍:中共中央党校国际战略研究所世界经济室副主任、副教授。)   本文为作者独家授权新浪财经使用,请勿转载。所发表言论不代表本站观点。相关的主题文章:
